Congress, Corrupt? No Way

Here is a list of the thirteen most corrupt congressmen and women in America. I don't quite get why the chose thirteen, that's a bit of an odd number. Obviously they couldn't list all of them because it was a newspaper article and in order to fit all the names and their corrupt acts... well let's just say it would be damn hard for any paperboy to throw that while riding a bike.
